The Michigan Department of Agriculture bans non-shelter non-profit
section 501(c)(3) tax-deductible animal welfare organizations (such as
Humane Societies) from submitting fund proposals. The MDA believes
that these organizations might perpetrate fraud despite having been
painstakingly examined by the U.S. Internal Revenue Service and
having been approved for funding by both an act of the Michigan
legislature and a statement from the Michigan Department of Treasury.
